- Decriminalisation does not mean legalisation — drugs are still confiscated and users are referred to a Dissuasion Commission.
- There is no licensed retail cannabis market for tourists, and street dealers in Lisbon's Baixa frequently sell oregano or hash substitutes.
JURISDICTION NOTES
- Decriminalisation applies only to amounts under a 10-day personal supply, after which possession becomes a criminal offence again.
- Madeira and the Azores have their own retail and alcohol regulations that diverge from mainland norms.
